Nearly every PDF to DWG converter does one job: it reads the geometry stored in a PDF that a CAD program exported. That works well, and AutoCAD does the same for free with its PDFIMPORT command.
A scanned PDF is a different thing. There is no geometry inside it, only a picture of a drawing, so those converters hand back the picture, or a trace that follows every speck in the scan. Until now the choices were to trace the sheet by hand, or to pay a drafting service to redraw it.
PhotoCAD redraws the page instead. It interprets the drawing rather than tracing its pixels, and produces clean linework: straight walls, smooth curves, closed shapes. Set the real size from one known dimension, add dimensions and notes, place the drawing on a titled sheet, and download a DWG that opens at full scale in AutoCAD.
